Job conducted under TCEQ General Permit TXR040096 (Small MS4 — Collin County). Plano Park Village is located within a Phase II MS4 regulated area. Permit conditions require: (1) chemical log documentation, (2) BMP implementation to prevent stormwater contamination, (3) pH verification prior to discharge, and (4) on-site record retention minimum 3 years. All four conditions satisfied — records attached.
Three portable containment berms deployed prior to any water application: (1) pool deck east drain inlet, (2) pool deck west drain inlet, (3) clubhouse parking area trench drain. Berms remained in place throughout job. All wastewater directed to single low-elevation collection point at pool deck southeast corner. Berms removed and inspected post-job after confirming all surface water contained and pH tested.
HOA board received copy of this PAR per Board Resolution 2024-18 requirement. PAR documents contractor compliance — if any runoff claim arises, the Association has certified evidence that BMP controls were implemented and discharge pH was within permitted limits. This shifts burden-of-proof to the contractor and protects the Association from secondary liability under Texas Water Code §26.264.
Approximately 38.5 gallons of process wastewater collected via wet vacuum from pool deck collection point. Post-neutralization pH confirmed 8.7. Transported in sealed 50-gallon containment tank to authorized disposal facility (Metroplex Environmental Services, 2210 E. Plano Pkwy). Disposal manifest #MPX-2024-11-14-447 on file.
