Heat Illness Prevention Plan Generator

All California outdoor employers are required to maintain a written HIPP under Cal-OSHA T8 CCR §3395. This includes pressure washing contractors, landscapers, construction companies, and any business with outdoor workers. The enforcement window is May 1–October 31, but the plan should be in place year-round if any outdoor work occurs.

Shade must be available when temperature reaches 80°F (§3395(d)). High-heat procedures kick in at 95°F (§3395(e)) — pre-shift safety meetings, 30-minute observation intervals, and buddy system are all required. Water (1 qt/employee/hr) must be provided any time employees work outdoors regardless of temperature.

Cal-OSHA citations for failure to maintain a written HIPP start at $13,653 per serious violation. Willful violations can reach $136,532. The plan must be available for inspection at the job site — not just at your office. During May–October, Cal-OSHA significantly increases outdoor employer inspection rates.

California has the most stringent HIPP requirement under T8 §3395. OSHA's federal Heat Injury and Illness Prevention Rule is pending. Washington, Colorado, and Oregon have adopted state-level heat rules. All outdoor employers should implement a HIPP as best practice regardless of state — this generator includes a generic disclaimer for non-CA operators.

Cal-OSHA recommends annual review before each high-heat season. Update whenever your supervisor contact, water source, shade method, or nearest emergency room changes. Re-train all employees on plan updates and collect new signatures. Retain training sign-off records for a minimum of 1 year per §3203.
